PROCEDURE FOR CALCULATING INTEGRAL RATING OF REGIONS BASED AT FINANCIAL CONDITION THE INNOVATIVE ENTERPRISES

Subject and goals. Methodology of ranking and clustering the innovative enterprises with use of tools for complex analysis of financial condition the enterprise on assessment of important indicators of financial and economic activity and the compilation of integral index is considered.
Methods. Assessment of capital structure the innovative enterprises was made, and method of integral ranking was developed. The proposed tool provides reliable assessment the level of competitiveness and investment attractiveness of innovative enterprises in regional context, and, therefore, allows you to perform clustering of region’s innovative capital of enterprises.
Results and conclusions. Innovative enterprises were surveyed by regions of Russia. Based on results of calculations the integral index, clusterization was carried out in group of regions, and scheme for ranking Russian regions by sources and structure of financing for innovative enterprises and their impact on innovative development of regions was compiled. It is advisable to use methodology presented in article in dynamics. This will allow regional authorities to indicate significant changes in a timely manner, and government agencies to find out what measures can help improve the financial condition of innovation activity in particular region.
